A condition survey is vital for the long-term preservation of any structure and is also the first step in any restoration process. The onsite condition survey allows the engineer to observe the condition of the structure and relate this condition to the owner as well as start the discussion of various repair and/or maintenance options that may be able to preserve the integrity of the structure.

The restoration project manual utilizes the information obtained during the condition survey of the structure and is essential for moving into any restoration project . The project manual typically includes bidder instructions, repair designs, repair drawings, repair specifications, scope of work, bid tabulation sheet, and general project conditions. The project manual breaks down the repairs to the structure into bid items, which are defined as either lump sum or unit rate items to allow for a competitive bid process and a "apples to apples" comparison of the bids provided by the contractors.

Following the completion of the restoration project manual it is provided to licensed general contractors to obtain competitive bids for a restoration project. The results of the bids are reviewed by the engineer and compiled into a spreadsheet to allow the owner side by side comparison of the bids provided. The bids are reviewed with the owner and recommendations are made to assist the owner in their decision.

Construction administration is an important aspect of the construction/restoration of structures as it is an ever-changing process. Construction administration may include, construction observation, product submittal review, project meetings with owners and contractors, contractor pay request review, repair quantity tracking, modified designs as conditions change during the project and close out document review. Elevated Engineer Services also has Florida licensed Special Inspectors, which can assist in threshold inspections and reports if requested by the local building department.

Threshold inspections are performed during the construction/restoration of a new or existing building that are classified as a "threshold building" as per Florida Statute 553.71. Threshold buildings are defined as any building which is greater than three stories or 50 feet in height, or which as an assembly occupancy classification as defined in the Florida Building Code which exceeds 5,000 square feet in area and an occupant content of greater than 500 persons. Threshold inspections typically include a threshold plan, construction observation, threshold reports and a final completion letter.

Designs services include design of new structures and modifications to structures for commercial/retail spaces, manufacturing facilities, apartment/condominium buildings, and residential structures composed of concrete masonry, structural steel, reinforced concrete, light gauge metal and timber.
